Now the relevant matters are notified as follows: 1

Main work (1) supervision of the implementation of treatment measures for engineering transport vehicles
.

Strict cleaning of engineering transport vehicles
.
The construction site must be equipped with automatic washing device inside the entrance and exit of the construction site to wash the vehicles
.
At the same time, it should be equipped with high-pressure water gun
.
The full-time washing personnel should be responsible for the secondary washing of the wheels and body of the transport vehicles, with the focus on the body baffle, vehicle license plate and other parts
.
The roof must be sealed with tarpaulin to ensure that the vehicles driving out of the construction site do not carry mud on the road and do not spill
.

Strictly carry out the special inspection of dust prevention and control in construction
.
Strengthen the publicity and education of dust prevention and control for construction units, and urge construction units to strengthen the management of engineering transport vehicles as required, Implement the management of “one is not allowed to enter, three are not allowed to leave” (vehicles without license are not allowed to enter, vehicles that have not been washed clean are not allowed to leave, vehicles that are not sealed are not allowed to leave, vehicles that exceed the limit and overload are not allowed to leave; it is strictly forbidden to put tires and body mud on the road, and cars that are not tightly sealed are not allowed to spill)

For the problems found in the inspection, the reasons and responsibilities will be strictly investigated
.
For the projects that fail to meet the standard of dust prevention and control, the rectification and punishment shall be resolutely ordered according to law, and the time account for rectification and review shall be established to realize closed-loop management
.
For those who repeatedly commit the crime, make false rectification, perfunctory rectification and superficial rectification, the construction shall be ordered to stop according to law, and the person in charge of the enterprise shall be interviewed and criticized
.
（2） Supervise the implementation of dust control measures on the construction site
.
The construction unit shall set up fences at the construction site, and take effective dust prevention and dust reduction measures such as covering, segmented operation, timing construction, watering and dust suppression, and washing the ground and vehicles
.
It is required to turn on spraying, fog gun, watering and other dust reduction measures all day during the construction period
.
The main roads on the construction site shall be hardened
.
Dust proof measures such as covering, solidifying or greening shall be taken for exposed site and stacked earthwork
.
Vehicle washing facilities shall be set at the exit of the construction site to clean the vehicles
.

Construction waste
.
Construction earthwork and construction waste shall be cleared and transported in time; if they are piled up in the site, they shall be covered with closed dust-proof net
.
The garbage in the building should be cleared and transported by containers or by setting up a special closed garbage channel, and it is strictly forbidden to throw it in the air
.
It is strictly forbidden to burn all kinds of wastes at the construction site
.
Earthwork and construction waste must be transported by closed transport vehicles or covered measures
.

Construction materials
.
Ready mixed concrete and ready mixed mortar shall be used at the construction site within the specified area
.
The place where the concrete or mortar is mixed on site should be closed, dust and noise reduction measures should be taken
.
Cement and other fine-grained building materials that are easy to fly should be sealed or covered
.
（3） Supervise the pollution control and management of non road mobile machinery on the construction site
.

Implement the inspection system of non road mobile machinery
.
All projects shall supervise and urge the owner or user of non road mobile machinery to implement the requirements of coding registration, sign hanging, etc., and perform the duty of check and acceptance of non road mobile machinery, check the environmental protection signs and environmental protection information collection cards of non road mobile machinery, and implement “one machine, one card, one card”
.
The inspection records and relevant data of site acceptance shall be kept at the construction site for future reference
.
Non road mobile machinery that does not meet the conditions for inspection and acceptance shall not be allowed to enter the site for use, and those that have been put into use must be returned
.

Establish the entry and exit account of non road mobile machinery
.
The in and out account of non road mobile machinery shall be established for each project, and shall be kept at the construction site for future reference
.
The account should include the type of machinery, model of machinery, entry date, exit date, manufacturer, property right, name of property right (leasing) unit, contact person and contact information, etc
.
（4） Supervise the implementation of other dust control measures

When demolishing buildings or structures, noise and dust reduction measures such as isolation and watering shall be adopted, and wastes shall be cleaned up in time

Municipal road construction
.
When milling, cutting and other operations are carried out in municipal road construction, effective dust prevention measures should be taken
.
Lime soil and inorganic materials shall be premixed and watered to reduce dust during rolling
.

Vacant construction land
.
For the construction land that can not be started temporarily, the construction unit shall cover the bare ground; if it has been more than three months, it shall carry out greening, paving or covering
.
2、 Work requirements (1) implement the main responsibility

The competent departments of housing and urban rural construction in towns and streets should earnestly fulfill the main responsibility of dust pollution prevention and control, strengthen the organization and leadership, refine the countermeasures, vigorously promote the implementation of relevant work, and ensure the completion of the set goals and tasks
.
At the same time, we should stand at the height of promoting the construction of ecological civilization, fully understand the importance and urgency of construction dust control, make overall arrangements, seriously organize the implementation, and effectively implement the work
.
（2） Strengthen supervision and law enforcement
.
The departments in charge of housing and urban rural construction in all towns and streets should comprehensively use such means as daily inspection, random sampling and remote monitoring to strengthen supervision and strictly enforce the law
.
Smooth reporting channels, and accept reports from the masses on construction dust through hotline, wechat public platform, etc
.
Enterprises that violate relevant laws, regulations and national standards shall be seriously investigated and dealt with, and recorded in the integrity information system
.
For those units that fail to carry out their work effectively and have no obvious effect of governance, depending on the circumstances and consequences, the competent department at a higher level shall investigate the corresponding responsibilities in accordance with the law and regulations
.
（3） Improve the long-term mechanism
.
It is necessary to gradually establish the law enforcement linkage mechanism, ensure the normalization of supervision work, take the construction dust control as the daily work, constantly grasp unremittingly, and continue to consolidate the governance results
.
（4） Carry out publicity work
.
It is necessary to actively carry out publicity work, timely publicize and report advanced models and experience of construction dust control through various news media, publicly expose negative models, give full play to the role of public opinion supervision, mobilize the enthusiasm of the public to participate in construction dust control, and create a good atmosphere of public opinion
