In order to study the heterogeneity and reveal the laws behind the literature, subgroup analysis was conducted to study the influence of predictors (moderators) on the importance level of key factors

The analysis shows that the economic situation of the country and the types of projects implemented are the influencing factors

The results also show that developing countries should pay more attention to three key factors than developed economies
