In order to learn the lessons from the accidents, further strengthen the management of construction safety in the field of housing construction, resolutely reverse the trend of frequent accidents, and ensure the safety of people’s lives and property, the relevant matters are hereby notified as follows: 1

Deeply understand the current severe situation of safety in production, which is the golden season of construction in our city, and is also the high incidence period of accidents

All relevant units should conscientiously implement the spirit of general secretary Xi Jinping’s important instructions on safety in production, firmly establish the people centered development thought, further strengthen the awareness of red line and bottom line thinking, fully understand the importance of current safety production work, always tighten the safety string, and resolutely overcome the paralysis mentality and fluke psychology, so that we must not relax at all

Half careless, with a high sense of responsibility and mission to do a good job in construction safety work
.
The municipal housing and construction law enforcement corps and the district housing and construction committees should deeply analyze the weak links existing in the construction safety production within their jurisdiction, draw inferences from one instance, take the strictest standards, the most powerful means and the most serious punishment measures, strengthen supervision, strengthen responsibility implementation and plug loopholes, Conscientiously study and implement the “notice on reporting recent accidents and strengthening safety production work” issued by the municipal safety committee, and resolutely curb the current trend of frequent accidents in construction safety production

2、 Immediately carry out safety production education and training for all staff
.
(1) the municipal housing and construction law enforcement corps and the district housing and construction commission shall immediately organize the main units responsible for the construction site to carry out safety training and education for all staff on the construction site, strengthen the safety knowledge and safety skills training for front-line workers on the construction site, and establish and improve the safety training files for employees
.
All front-line operators on the construction site must receive safety production education and training before entering a new post or new construction site, otherwise they are not allowed to work（ 2） The municipal housing and construction law enforcement corps and the district housing and construction committees should include the construction safety education and training and safety technical disclosure into the law enforcement inspection, focusing on the inspection of the performance of safety management personnel in construction enterprises, the employment of special operation personnel with certificates, and the safety education and training of front-line operation personnel

If it is found that the project management personnel, special operation personnel and front-line operation personnel work without safety education and training or without certificate, the construction shall be suspended for rectification, and the relevant personnel shall be ordered to carry out on-the-job training

If they cannot be rectified immediately, the rectification scheme should be formulated one by one

The “five implementation” of rectification responsibility, measures, funds, time limit and plan should be achieved

All kinds of hidden dangers existing in the construction site should be eliminated in a timely manner, and the occurrence of construction safety accidents should be resolutely curbed
.
4、 Severely crack down on illegal activities in construction safety production (1) the municipal housing and construction law enforcement corps and the district housing and construction committees should strictly follow the requirements of “hidden danger is an accident, and the accident should be dealt with” and “iron face, iron rules, iron wrist, iron core”, formulate special law enforcement inspection plans, and adopt various methods, such as key inspection, surprise inspection, secret investigation, secret visit, and return inspection, We should increase the intensity and frequency of law enforcement inspection, strictly check the implementation of self-examination and self correction of the main responsibility units of construction projects, adhere to “zero tolerance” for all kinds of violations of laws and regulations in construction safety production, strictly investigate and deal with them according to law, and force the implementation of the main responsibility units of enterprise safety production（ 2） For the minor and general hidden dangers found out, the municipal and district housing construction law enforcement departments shall order the enterprises to rectify immediately, and carry out the treatment and safety production training and education for the relevant responsible persons, so as to ensure that the hidden dangers do not stay overnight and the construction can be carried out only after the hidden dangers are eliminated

Rectification, responsible person handling and safety production training and education will be included in the next law enforcement inspection of housing construction law enforcement department（ 3） For the major hidden dangers identified, they should be included in the list of hidden danger rectification, and the municipal and district housing construction law enforcement departments should immediately order them to stop work for rectification, issue the supervision notice for listing supervision

After the completion of the rectification, the enterprise should submit the rectification report, and the law enforcement department of housing construction should review according to the principle of “four not let go”, that is, if the causes of potential safety hazards are not found out, if the responsible personnel are not treated, if the rectification measures are not implemented, if the relevant personnel are not educated

The construction can be resumed only after the re examination is qualified
.
For those who are ordered to stop work for rectification once, the municipal and district housing construction law enforcement departments shall start the administrative punishment procedure and impose upper limit and top standard punishment on the responsible units and persons; Within 12 months, those who have been ordered to stop work for rectification twice in a row shall limit their bidding qualification, reduce or revoke their qualification certificates according to the law, which shall be publicized in the whole city and included in the “blacklist” of the integrity system of the construction market（ 4） If it is found that the construction enterprise reduces the safety production conditions at the construction site, the urban two-level housing construction law enforcement departments shall immediately order the suspension of work for rectification

Within 12 months, if the same project of the same enterprise is ordered to stop construction twice, the enterprise will be given the penalty of temporarily detaining the work safety license according to law（ 5） Those who are ordered to stop construction in accordance with the law or should immediately take rectification measures to eliminate the danger and refuse to carry out the measures shall be handed over to the judicial organs according to the relevant provisions and investigated for criminal responsibility（ 6） In case of serious production safety death accident, the regulatory department and relevant responsible person shall be held accountable according to relevant regulations.
