Article 3 The construction safety of electric power construction projects shall adhere to the principle of “safety first, prevention foremost, and comprehensive treatment”, and establish a management mechanism of “enterprise responsibility, employee participation, industry self-discipline, government supervision, and social supervision”.

Where a construction project is subject to general contracting, the general contracting unit shall, in accordance with the contract, perform the responsibility of the construction unit for safe production of the project; The construction unit shall supervise the general contracting unit to fulfill its responsibility for safe production of the project.
Article 8 In accordance with the national provisions on the administration of the investment and use of production safety costs, the cost of production safety shall be separately included in the budgetary estimate of electric power construction projects, and shall not be included in the competitive quotation in the bidding of electric power construction projects.
The electric power construction projects referred to in these Measures include thermal power, hydropower, nuclear power (excluding nuclear islands), wind power, solar power and other power generation construction projects, power transmission, distribution and other power grid construction projects, and other power facility construction projects.
The construction safety of electric power construction projects mentioned in these Measures includes electric power construction, survey and design, construction, supervision units and other production activities involving construction safety.
Article 2 These Measures are applicable to the construction, expansion, reconstruction, demolition and other related activities of electric power construction projects, as well as the supervision and administration of the State Energy Administration and its local offices on the construction safety of electric power construction projects.
