Recently, the website of Jinhua Emergency Management Bureau in Zhejiang Province released the “Investigation Report on the” 11.23 “Major Collapse Accident of the Hubinli Project in Jinhua Economic and Technological Development Zone”.
The accident investigation team determined that the “11.23” collapse accident of the Hubinli project in Jinhua Economic and Technological Development Zone was a major production safety responsibility accident caused by significant errors in the roof steel structure design and failure to construct according to the reviewed design drawings.
The planned pouring thickness was 50mm, and the concrete was poured from the axis 10 to axis 16 direction.
The concrete was transported to the pouring site using a car pump.
In the process of drawing design, the steel structure construction drawing design of the banquet hall roof is calculated based on the roof being made of colored steel tiles, sandalwood strips, and steel beams, with a constant load value of 0.3kN/m2

At around 13:20 on November 23, 2021, the steel structure roof of the hotel banquet hall in the Hupanli project under construction in Jinhua Economic and Technological Development Zone collapsed during the rigid protective layer concrete pouring construction, resulting in a total of 6 deaths and 6 injuries, and a direct economic loss of 10.9755 million yuan.
At the time of the incident, Wang Jun quickly fled to a safe area, Du Wanglong fell onto the inner scaffolding, and the other 11 workers fell from the roof to the third floor.
At around 13:00, there were a total of 13 people on the working surface, including 10 workers from the mud work team who were pouring and compacting concrete between the axes 12-16.
Zhu Xiaobao, the actual person in charge of Jiuque Studio, handed over the professional construction drawings of the main structure of the project to Zhang Wei for design, and Zhang Wei also handed over the professional construction drawings of the steel structure roof of the banquet hall to Chen Binhong for design.
