Article 2 this method shall apply to the establishment of safety production management institutions and the allocation of full-time safety production management personnel of construction enterprises engaged in new construction, reconstruction, expansion and demolition of civil engineering, construction engineering, pipeline and equipment installation engineering and decoration engineering

If the construction project is subject to general contracting, the leading group for safety production shall be composed of project managers, technical directors and full-time safety production managers of general contracting enterprises, professional contracting enterprises and labor subcontracting enterprises

Article 8 the allocation of full-time safety production management personnel in the safety production management organization of construction enterprises shall meet the following requirements, and shall be increased according to the business scale, equipment management and production needs of the enterprise: (1) enterprises with general contracting qualification for construction: At least 6 persons with special qualification; At least 4 persons with first-class qualification; There shall be no less than 3 enterprises with grade II and below Qualifications

Article 12 the full-time safety production management personnel of the project have the following main responsibilities: (1) be responsible for the daily inspection of safety production on the construction site and make inspection records; （ 2） Supervise the implementation of special safety construction scheme for projects with high risk on site; (III) have the right to correct or investigate and deal with the violations of rules and regulations of operators; (IV) have the right to order immediate rectification of potential safety hazards on the construction site; (5) having the right to report major potential safety hazards to the enterprise’s work safety administration; (6) report production safety accidents according to law

Article 6 the work safety management organization of a construction enterprise shall have the following responsibilities: (1) publicize and implement the relevant national laws, regulations and standards on work safety; (2) prepare and timely update the safety production management system and supervise its implementation; (III) organize or participate in the preparation and drill of the emergency rescue plan for production safety accidents of the enterprise; (IV) organize safety education, training and exchange; (V) coordinate the allocation of full-time safety production management personnel of the project; (6) to formulate an inspection plan for production safety of the enterprise and organize its implementation; (7) supervise the use of work safety expenses of projects under construction; (VIII) participate in the expert demonstration meeting of special safety construction scheme for projects with high risk; (9) to report the investigation and punishment of violations of laws and regulations of projects under construction; (10) to organize and carry out work safety appraisal and commendation; (11) establish safety production management archives of projects under construction; (XII) assess and evaluate the safety production performance of subcontractors and project safety production management; (13) to participate in the investigation and handling of production safety accidents; (14) other safety production management responsibilities specified by the enterprise

The full-time safety production management personnel of a construction project shall regularly report the safety production management of the project to the enterprise safety production management organization

Article 13 the general contractor shall provide full-time safety production management personnel for the project, which shall meet the following requirements: (1) construction projects and decoration projects shall be equipped according to the construction area: 1

There shall be no less than 3 persons for projects with an area of 50000 square meters and above, and full-time safety production management personnel shall be equipped according to the discipline.

Article 11 the main responsibilities of the work safety leading group are as follows: (1) implement relevant national laws, regulations and standards on work safety; (II) organize the formulation of project safety production management system and supervise its implementation; (III) prepare the emergency rescue plan for production safety accidents of the project and organize drills; (IV) ensure the effective use of project safety production expenses; (V) organize the preparation of special safety construction scheme for projects with high risk; (VI) carry out project safety education and training; (VII) organize and implement project safety inspection and hidden danger investigation; (8) establish project safety production management archives; (IX) timely and truthfully report work safety accidents

(III) construction labor subcontracting qualification sequence: no less than 2 persons

Article 4 the full-time production safety management personnel mentioned in these Measures refer to the full-time personnel who have passed the production safety assessment by the competent construction department or other relevant departments, obtained the certificate of production safety assessment, and engaged in production safety management in construction enterprises and their projects

Article 7 the full-time safety production management personnel of the safety production management organization of the construction enterprise shall have the following responsibilities during the inspection of the construction site: (1) consult the relevant data on safety production of the project under construction and verify the relevant situation; (II) check the implementation of special construction scheme for safety of projects with high risk; (III) supervise the performance of full-time safety production management personnel of the project; (IV) supervise the allocation and use of safety protection articles for operators; (V) have the right to correct on the spot or make a decision on handling the violations of production safety or potential safety hazards found; (6) have the right to make a decision on the spot to seal up the facilities, equipment and apparatus that do not meet the conditions for safe production; (VII) have the right to report major potential safety hazards on the construction site beyond the level or directly to the competent construction department
