The competent departments of housing and urban rural construction at all levels responsible for the supervision and administration of work safety shall carry out the supervision and inspection of the implementation of this catalogue in accordance with the relevant provisions of the regulations on the administration of work safety of construction projects.
According to the regulations on the administration of safety production of construction projects and other relevant regulations, The Ministry has organized and formulated the catalogue of elimination of construction processes, equipment and materials endangering production safety in housing construction and municipal infrastructure projects (the first batch) (hereinafter referred to as the catalogue), which is hereby promulgated.
（3） Alternative processes, equipment and materials include but are not limited to the names listed in the catalogue.

Annex 1 of the Ministry of housing and urban rural development on December 14, 2021: Catalogue of elimination of construction processes, equipment and materials endangering production safety in housing construction and municipal infrastructure projects (the first batch) remarks: (I) the use of prohibited construction processes, equipment and materials in this catalogue shall be completely stopped in new projects nine months after the date of publication.
（2） After 6 months from the date of release, the new project shall not use the restricted construction processes, equipment and materials listed in the catalogue within the restricted conditions and scope.
The units engaged in housing construction and municipal infrastructure projects shall completely stop using the prohibited construction processes, equipment and materials listed in the catalogue in the new projects after 9 months from the date of promulgation of this announcement; After 6 months from the date of this announcement, new projects shall not use the restricted construction processes, equipment and materials listed in the catalogue within the restricted conditions and scope.
After 9 months from the date of release, the use of prohibited construction processes, equipment and materials listed in this catalogue in new projects shall be completely stopped.
A total of 22 construction processes, equipment and materials are eliminated in the catalogue, among which the bamboo (wood) scaffold and the process of simply making reinforcement protective layer cushion blocks on site are prohibited, and the portal steel pipe support frame is limited.
（4） The elimination scope of processes, equipment and materials listed in the catalogue is applicable to new, reconstructed and expanded housing construction and municipal projects, but not to projects below the quota, temporary projects and daily maintenance projects…
In the elimination catalogue, in terms of housing construction engineering, it is forbidden to use construction technology, equipment and materials to simply make reinforcement protective layer cushion block on site.
